The project will be assessed by the Victorian and Commonwealth governments and will go through a rigorous planning and environmental approval process.


Environment Effects Statement

The Victorian Minister for Planning has decided that an Environment Effects Statement (EES) is required for the Western Victoria Transmission Network Project.

The EES will provide for an integrated, robust and transparent process to assess the project’s effects and associated uncertainties, and to evaluate the effectiveness of the proposed avoidance minimisation, mitigation measures prior to any statutory approval decisions.

The Department of Environment, Land, Water and Planning (DELWP) have convened an inter-agency Technical Reference Group to advise the project and the Department, as appropriate, on scoping and adequacy of the technical studies during the preparation of the EES.


Final scoping requirements released

After considering public submissions on the draft scoping requirements for the Western Victoria Transmission Network Project, the Minister for Planning has issued final scoping requirements.

A copy of the EES Final Scoping Requirements can be downloaded from the DELWP website:

We will prepare and implement an EES consultation plan which will set out the public consultation that will be undertaken during the EES. This plan will be published on the DELWP’s website. We will update this webpage with the link when it becomes available.

DELWP lead an online session hosted by the Project to answer your questions about the EES Draft Scoping Requirements on Thursday 12 November, 7pm to 8pm.

Environment Protection and Biodiversity Conservation Act 1999 referral

A referral was submitted under the Commonwealth Environment Protection and Biodiversity Conservation (EPBC) Act 1999.

The Commonwealth Minister for the Environment has decided that the project requires assessment and approval under the EPBC Act.

This means the Minister has decided the project is considered likely to have a significant impact on one or more matters protected by the EPBC Act. The Minister will require assessment and approval under the EPBC Act before the project can proceed.

Matters of National Environmental Significance protected by the EPBC Act include:

  • listed threatened species and communities
  • listed migratory species
  • Ramsar wetlands of international importance
  • Commonwealth marine environment
  • world heritage properties
  • national heritage places
  • the Great Barrier Reef Marine Park
  • nuclear actions
  • a water resource, in relation to coal seam gas development and large coal mining development.
